Bill attended the University of Texas at Austin for undergraduate studies, graduating in 1990. Earned his law degree from South Texas College of Law in 1994.

He joined the firm immediately after graduation and practiced here from 1994 to 1999. After gaining additional experience at other respected insurance defense firms, he returned to the firm in 2025. Bill has successfully defended individuals, small businesses, and Fortune 500 companies in matters involving automobile and trucking negligence, products liability, wrongful death, and premises liability.

Bill is a member of the State Bar College and the Texas Center for Legal Ethics, as well as the Business and Litigation Sections of the State Bar of Texas. He is also a Life Fellow of the Houston Bar Association.

He is married to Shay Rustam, who is also an attorney, and they have two daughters.
